At ENS(Ethereum Name Service) we are doing exactly that.
We commissioned @pplpleasr(known for her “x*y=k” NFT charity auction) and announced to do NFT giveaway to all ENS users who set reverse record to your ETH address (so that your .eth name shows up in apps like uniswap, opensea, etherscan, etc).
We also turned this opportunity to onboard our users into governance participation by using https://snapshot.page as NFT giveaway application and also let users decide how many copies to mint (btw, there is 1 more week before the deadline).
For GTC airdrop, it may be interesting to have a shortlist of NFT artists and make snapshot voting to decide who to commission as snapshot voting.
