I would vote #2… give wierd numbers to the operators, round numbers to the public.
Love the tIer range, I would suggest that for experiments under $100k there be a lot of freedom, and I would make the pool size a range… I added 2 more tiers:

Percentage fees work for pure financial distribution, but projects like Pairwise which are trying to distribute other forms of capital (e.g. Reputation via an Award Ceremony) are capital efficient, but can’t operate in a capital efficient way if they have to increase pool size to make the cost of operation work.
